Please explain your business that such modification on the standard system can lead to inconsistent data for the production order. This change was already analyzed by the PP-SFC developers and they have decided that it should not be implemented on the standard system.
If you understand this risk and you still want to change the system behavior, you can implement your own modification on function module PP_ORDER_REORG_CHECK.
Be advised that this modification is not recommended by SAP and that any side-effects of this modification cannot be supported either.
