PDF Attachment doesn't open in Step Usage Decision of Workflow

Hi All,

My requirement is to attach PDF to the Usage Decision in Workflow. I am able to add the attachment to the Usage decision step but fail to open the attachment. I click on the attachment but it doesn't work.

I have written the class and attach to Program Exit of Usage Decision step.
