Do you mean you want the RTL (right to left) arabic-like display, or is it just a special design?
For RTL, I saw it will work automatically if you log in with language AR: http://www.stechies.com/portal-content-translation-arabic
If it's for a design reason, you may try with personalization software like Personas or GUI XT; otherwise you can't customize the dislay using classic GUI status.
