If you want to see the cost element text in the English language then you need to store text in English. You can use transaction code 'KA03' for checking whether text is maintained for cost element in English (or any desired language) or alternatively you can also use table 'CSKU' for checking cost element text maintenance. Please find below screen shot for the same:-
- Report in German Language (I need to take this case as in my system cost element text is maintained in English)

You can see now text is available for cost element - 700000.
Hence, in you case kindly maintain cost element text in English (language). You can also first test it using one cost element. You can also refer to SAP note#1951733 - How is the cost element text determined in the result screen of standard report painter for further details.
PS:- Please also go through systematic steps provided in SAP note#1509635 - Incorrect report header / column text in standard reports for your initial problem of report in German language instead of English.
