It might be that you have added these users as Collaborators to the MA Template so that they have Read / Write authorization? If this is the case, you could consider changing the Role to Reviewer to not allow Edit at all.
It might be good to understand if you even need to add the users to the Collaborators table. They can use the template to create new Master Agreements without being on the template as Collaborators. Is there a requirement to have them on the template?
Also, do mean that they can Inactivate the template as opposed to deleting it? I think they can only inactivate the template.
Please correct me if I have not understood the issue that you are trying to present.
